Media Coverage: Rhineland-Palatinate Holds Its First Fully Digital Second State Examination

The ministry, specialist media and news agencies report on the nationwide first in Rhineland-Palatinate. LTO, Recht & Politik and C.H.BECK name IQUL as the provider of the technical exam environment.

From 5 to 16 October 2026, around 200 trainee lawyers in Rhineland-Palatinate wrote the Second State Examination in Law fully digitally for the first time, with statutes and commentaries on a second screen. IQUL supplied the hardware, the Q-Exam® exam software and the secure integration of the digital aids, while C.H.BECK provided the beck-eExamensbibliothek. All details can be found in the IQUL press release.

What the reports highlight

  • The end of the wheeled suitcase: printed statutes and commentaries no longer have to be brought along to the eight exam days.
  • Equal opportunities: current editions no longer have to be bought or rented; everyone works with the same version.
  • No AI: the exam environment deliberately contains no AI functions. The aim is a more realistic exam, not an easier one.
