Hamburg is adopting the digital state bar exam—over 90% of candidates take the exam on a computer
Hamburg is moving steadily toward digital state examinations: Since April 2024, state bar exams have been conducted entirely digitally in specially equipped test centers—using our exam software Q-EXAM®.
More than 90% of examinees now consistently opt for the computer-based exam. This means that the digital format in Hamburg is no longer a pilot project, but standard practice.
The fact that a traditional and particularly demanding exam format such as the state bar exam is taking this step sends a strong signal regarding efficiency, fairness, legal certainty, and a forward-looking approach in the public examination system. The digital format offers structured work environments, improved readability, standardized processes, and a future-proof infrastructure.
Hamburg is thus demonstrating how digital transformation can be successfully implemented in the public sector—pragmatically, sustainably, and with high acceptance among examinees.
